DIICOT și DGA desfășoară o operațiune de proporții la Poliția de Frontieră Timiș! Detalii despre cum funcționa mecanismul corupției

Operațiune de proporții a DIICOT structura centrală – polițiști de la DGA și de la „Crimă Organizată” au descins, astăzi, la sediul Poliției de Frontieră din Timișoara. Conform primelor informații, sunt percheziționate birourile mai multor polițiști de frontieră de la STPF Timiș, care sunt implicați în combaterea traficului de migranți și contrabandei. De asemenea, anchetatorii au descins și la locuințele mai multor polițiști de frontieră care sunt percheziționate.

Comisarul șef  Dan Chioreanu, cel care conduce structura de combatere a migrației la STPF Timiș, este principalul vizat împreună cu echipa sa. Din ancheta DIICOT, a reieșit că polițiștii de frontieră deschideau dosare penale la Pachetul de pe lângă Tribunalul Timiș și autorizau colaboratori sub acoperire pentru a dovedi presupusele fapte. În realitate, cărăușii, sub coordonarea polițiștilor de frontieră, transportau migranți care erau trecuți ilegal granița României în drumul lor spre Europa de vest. Grupuri întregi de migranți au fost ajutați tocmai de cei care ar fi trebuit să combată fenomenul.

Ulterior, aceștia erau plătiți de grupările de crimă organizată care trimiteau banii prin serviciile de plată rapidă sau conturile unor „săgeți” din Poliția de Frontieră. DIICOT a detaliat, într-un comunicat, modul în care acționa gruparea polițiștilor de froniteră care făceau trafic de migranți.

„În perioada ianuarie 2020 – februarie 2021, pe fondul sprijinirii grupului infracţional organizat, un ofiţer de poliţie judiciară cu gradul profesional de comisar-şef şi având funcţia de șef Birou Prevenirea și Combaterea Migrației Ilegale și Infracționalității Transfrontaliere în cadrul STPF Timiș a primit constant sume de bani, reprezentând jumătate din câștigurile obținute de către gruparea infracțională specializată în săvârșirea infracțiunii de trafic de migranți, pentru a nu îndeplini un act ce intră în îndatoririle sale de serviciu sau în legătură cu îndeplinirea unui act contrar acestor îndatoriri, respectiv sesizarea și efectuarea de investigații față de membrii acestei grupări infracționale, preluarea și coordonarea, prin intermediul lucrătorilor de poliție aflați în subordinea sa, a investigațiilor inițiate de alte unități de poliție ca urmare a activității de constatare a infracțiunii flagrante comise de către membrii acestei grupări, în vederea stopării acestora”, a transmis DIICOT.

În acest sens, investigațiile efectuate în cauză au relevat împrejurarea că grupul infracțional a beneficiat de protecția conferită de către principalele autorități de aplicare a legii având competență exclusivă în zona de frontieră a României, în scopul prevenirii și combaterii migrației ilegale și infracționalității transfrontaliere. Comisarul șef a creat aparența utilizării unor membri ai grupării în cauze penale, în calitate de colaboratori, deși în realitate aceștia nu au avut nicio calitate procesuală în cauze penale instrumentate de către Biroul de Prevenire și Combatere a Migrației Ilegale și Infracționalității Transfrontaliere din cadrul STPF Timiș.

În urma cercetărilor, a reieșit faptul că un alt agent din cadrul Poliției de Frontieră a sprijinit un alt grup infracțional organizat, specializat în săvârșirea infracțiunii de trafic de migranți, prin oferirea de informații cu privire la controalele efectuate de către autorități la locațiile în care erau cazați migranții. Totodată, din probatoriul administrat a rezultat faptul că agentul de poliție și-a încălcat constant atribuțiile de serviciu ce îi reveneau prin prisma calității sale, în sensul că, având cunoștință de existența unor infracțiuni circumscrise migrației ilegale, nu a luat măsurile legale care se impuneau, ci dimpotrivă a divulgat din interior informații membrilor respectivei grupări, creându-le convingerea că beneficiază de protecția autorităților care au în competență prevenirea și combaterea unor astfel de infracțiuni. La sediul DIICOT – Structura Centrală, vor fi conduse, în vederea audierii, un număr de șase persoane. Acțiunea a beneficiat de sprijinul jandarmilor din cadrul Brigada Specială de Intervenție Județeană.
